The Under Secretaries Committee, chaired by the Deputy Secretary of State, had the responsibility of overseeing implementation of the President’s decisions and developing operational programs and recommendations. The files contain numbered Under Secretaries Committee Memoranda with occasional reports and other related material. Subject content of the documents closely parallels the subject content of NSSMs and NSDMs. This series has three sequences of numbered memoranda: NSC-U/SM concerning studies and recommendations, and NSC-U/DM and NSC-U/N concerning presidential decisions and their implementing and reporting requirements.
