Chris DeMuth OMB X 3864 Attachment 1 FACT SHEET Fiscal Year 1982 Information Collection Budget From 2-4-82 Info Collection Budget event Summary Americans will spend nearly 200 million fewer hours filling out government forms and records by the end of this fiscal year than they were when President Reagan took office. This accomplishment is the result of the Information Collection Budget (ICB) process conducted by the Office of Management and Budget. The ICB is issued under the Paperwork Reduction Act of 1980, which directs OMB to document and reduce"the' paperwork imposed on the private sector by each Federal agency. The Act provides that, with a few exceptions, no one may be required to maintain or provide information to any agency unless the information collection has been approved by OMB. Background The Paperwork Reduction Act of 1980 has three major objectives: to minimize paperwork burden imposed by the Federal government, to minimize Federal costs of collecting information from the public, and to improve the government1s acquisition and use of automatic data processing and telecommunications technologies. The Act requires the Director of OMB to "set a goal to reduce the existing burden of Federal collections of information by 15 percent by October 1, 1982." Of the paperwork known and documented when the Act was passed -- 1.3 billion burden hours -- burden will be reduced 17 percent by October 1, 1982. The Act also brought the independent regulatory and bank supervisory agencies under OMB's paperwork authority. The paperwork burden imposed by these agencies, plus that of some previously undocumented forms and recordkeeping requirements, raises the earlier estimate to 1.5 billion burden hours when the Reagan Administration took office. The burden reductions to be achieved by the end of FY 1982 are 13 percent of this updated estimate. For the same period, reporting requirements by recipients of Federal grants will be cut by 25 percent -- compared to the Paperwork Reduction Act's goal of 10 percent.
